They received Treasury sanction to the scheme on

21st March, 1930, and after giving most careful consideration

to the proposals by the Governor of Hong Kong, on 17th June

They instructed the Commander-in-Chief to inform the

Governor that it would probably take three or four years from

the inception of the work to complete the scheme. The

Governor was also informed that as little actual work on the

new site was likely to be put in hand during that financial

year, the first instalment could be paid on the 1st April,

1931, and that the other payments would be asked for to

coincide with the progress of the work, and the final one

not called for until the Arsenal Yard and Kelletts Island

were completely evacuated and available for transfer.

In reply to this communication, My Lords received

through the Commander-in-Chief a copy of a despatch dated 4th

September 1930 from the Governor, to the Secretary of State,

which stated that, after very careful consideration from the

point of view of the Hong Kong Government. His Excellency

recommended that the two million dollars should be offered

in four half-yearly instalments. My Lords naturally regarded

this recommendation as having been put forward with the full

knowledge that the property would not be ready for evacuation
